 William P. Bowden is a native of Swifton, Arkansas which is located in the northeast corner of Arkansas. He grew up on a cotton farm and attended Swifton Public Schools. His mother was a 2nd grade school teacher and his father was a farmer. He graduated from the University of Arkansas. He obtained an MBA from George Washington University and a Masters in Political Science from Auburn.
He spent 35 years on active duty in the Air Force. He spent a year tour in the Vietnam War, flying forty four B-52 combat missions as Nav-Bombardier from U-Tapao Royal Thailand Navy Base. In that war, he was also an operations officer. The first part of his career was as a flyer in the Strategic Air Command during the cold war. The second part was in maintenance and logistics. He spent two tours in the Pentagon, was at 11 bases ranging from California to Washington, D.C. such as Sacramento, CA, Roswell, NM, Dayton, OH, Omaha, NE, Eglin AFB in Florida, and Montgomery, Alabama where he taught at the Air War College. He was Commander of Tinker for 4 years.
Bowden participates in civic organizations. Besides being Past President of Rotary Club 29 in OKC, he serves or has served on the Last Frontier Council of the Boy Scouts, as Regent for Rose State College, National Alumni Board of the Univ. of Ark, Chamber of Commerce, State Fair Board, Northside YMCA, Committee of 100, Air Force Association, and Nichols Hills United Methodist. He serves on the Board of the National Association of Uniformed Services in Washington, DC. In Rotary, he has 17 years of perfect attendance and is a multiple Paul Harris Fellow. Bowden has attended the following International Rotary Conferences: Glasgow, Scotland, Indianapolis, Singapore, Chicago, Salt Lake City, and Los Angeles.
His son, Andy, is a senior manager for Hewlett-Packard (HP) with past and present management responsibilities for finances, business PCs, and monitors. He and his family have been assigned to HP facilities in Singapore as well as being currently in Houston. Andy and his wife Raegan, who is a 3rd grade teacher in Houston, have two sons, Ross and Wesley. Governor Bowden's daughter Marjorie, is a civil servant for the Air Force is currently stationed at Tinker AFB where she is a Division Chief in Plans and Programs. Her husband, Jim, is a Lt. Col. in the Air Force and is to be stationed at Tinker. Jim has served multiple tours in the Middle East and Southwest Asia conflicts. They have a daughter, Samantha.
Bowden recently retired from the State Regents for Higher Education after working for them 14 years. He is also sole owner and operator of the family farm in Swifton, Arkansas. He farms wheat and soybeans. He lives in NW Oklahoma City.
